Reason For Policy · To protect Calgary Health Region staff, patients, and the public from the potential adverse effects of inappropriate use of alcohol and drugs. · To provide mechanisms for the early detection and treatment of persons who may have an alcohol or drug related problem. Policy Statement 1. ACCEPTANCE OF PERSONAL RESPONSIBILITY FOR NON-IMPAIRMENT All Calgary Health Region staff and persons acting on behalf of the Calgary Health Region are personally responsible for ensuring that they are in no way impaired or compromised in the safe and effective performance of their duties as a result of the use or after-effects of drugs or alcohol. Persons who believe that their performance may be compromised have an obligation to take appropriate preventive action in accordance with Calgary Health Region Alcohol and Drug Use Guidelines. 2. INAPPROPRIATE USE OF DRUGS OR ALCOHOL Calgary Health Region staff and persons acting on behalf of the Calgary Health Region shall refrain from the inappropriate use of any drug (including both prescription drugs and over-the-counter medications) or alcoholic substance while working or performing Calgary Health Reion related duties or functions in accordance with Calgary Health Region Alcohol and Drug Use Guidelines. 3. ILLICIT DRUGS The use, possession, distribution, offering or sale of illicit drugs by any person is strictly prohibited on Calgary Health Region owned or operated premises. If any person has reason to believe that illicit drugs are being used, held, offered or sold, they shall report the matter to Calgary Health Region Protection Service for investigation. The Calgary Health Region reserves the right to conduct searches, with reasonable cause, for alcohol, drugs or drug paraphernalia on Calgary Health Region owned or operated premises. 4. REHABILITATION AND SUPPORT The Calgary Health Region will support the rehabilitative efforts of staff who have an alcohol or drug abuse problem. This support will consist of counseling and treatment services provided on a confidential basis. The purpose of counseling, treatment and other rehabilitative services will be to ensure the successful recovery of the individual and their reinstatement in the workplace. 5. RESPONSIBILITY OF CONTRACT SERVICE PROVIDERS Individuals and organizations providing services under contract to the Calgary Health Region shall be required to comply with this policy and the provisions of the Calgary Health Region Alcohol and Drug Use Guidelines. 6. ENFORCEMENT Any violation of this policy on the part of any Calgary Health Region staff member or person acting on behalf of the Calgary Health Region may constitute grounds for disciplinary action up to and including termination of employment or affiliation with the Calgary Health Region. Applicability This policy applies to all Calgary Health Region staff (which includes employees, staff on contract and physician employees), volunteers, students and other persons working within or providing services on behalf of the Calgary Health Region. Incidents involving students will be referred to the appropriate educational institution for appropriate follow-up. NOTE: Complaints lodged against members of the medical staff who are not Calgary Health Region employees (i.e., physicians with privileges) will be handled as per the Calgary Health Region Medical Staff Bylaws.
